How do I apply for services?

What happens after I apply?

  1. You will receive a letter confirming the receipt of your information and notifying you of any missing documentation.
  2. Our Property Management staff will verify your eligibility based on household size, income/asset information, proof of identity, and a background check. If you do not meet eligibility criteria based on regulatory guidance, you will be notified by mail with applicable tenant rights information.
  3. Once an apartment becomes available, the Property Management Staff will contact you by phone, email, or U.S. Postal mail to schedule a viewing.
  4. If you accept the apartment, then we’ll schedule a move-in date and a lease signing.

Important: Applicants must arrange for utilities to be transferred into their name by the lease signing date.

NOTE: Applicants will be removed from the waitlist if they:
  1. Declines an eligible and available apartment three times.
  2. No longer meet the eligibility requirements for the property.
  3. Fail to respond to our written or verbal notices or requests.
  4. Have mail sent to their address returned as undeliverable or
  5. Experience a change in family size that necessitates a unit size not available at the property.
It is the applicant’s responsibility to immediately notify Snow Belt Housing Company when any of the following events occur, as they may affect your eligibility and status on the waitlist:
  1. You will receive a letter from the Construction Rehab staff (“Rehab staff”) confirming that we have received your information and notifying you of any missing documentation.
  2. Rehab staff will verify your income eligibility, which is dependent on household size, income/asset information, and proof of identity.
  3. Rehab staff will schedule an initial inspection to determine the items that will be placed on the Scope of Work (type of repairs) that will be done to your home. This step will verify your property qualifies based on the construction needs required by the funding source.
  4. Outside contractors will contact you to schedule the required environmental testing, such as lead-based paint testing, asbestos testing, radon testing, and other testing required by local, state, or federal standards.
  5. The Rehab staff will develop a final Scope of Work and send it to the homeowner that includes all findings from environmental testing and the initial physical inspection. You will need to approve the final scope of work.
  6. The Rehab staff will create a Bid Package consisting of the final Scope of Work and Bid Form, then send the packet “out to bid” to our Certified Contractor List for (2) weeks at a time until (3) bids on your project have been received.
  7. Once (3) Bid Forms have been obtained, you must approve the contractor selection, and the project must be presented to the SBHCI board for final approval. The board usually meets on the third Thursday of each month.
  8. Once the board approves the project, the Rehab staff will then send the results of the meeting to the homeowner.
  9. Once the project has reached the approval stage, a Preconstruction Meeting (“Pre-Con”) will be scheduled. The Pre-Con meeting will be a chance for the homeowner, Rehab staff, and contractor to meet, discuss the project, and determine a start date.

  1. The Homeless Case Manager will schedule an intake meeting to gather the required documentation and complete initial assessments.
  2. Applicants must apply for eligible assistance from the DSS and LCOI Section 8 programs to determine whether other financial assistance is available.
  3. Once your required documents have been submitted and eligibility has been verified, then you will begin looking for an eligible apartment.
Important: The Homeless Case Manager must inspect an apartment before any financial assistance can be provided; DO NOT sign a lease prior to receiving approval.
