1982
Originally part of Lewis County Opportunities, Inc., Snow Belt Housing Company, Inc. (SBHCI) was officially established as a distinct private, non-profit Rural Preservation Company in 1982.
SBHCI’s primary goal is to enable low—and moderate-income residents to access decent, safe, and affordable housing. Additionally, the organization aims to collaborate with others to stimulate community revitalization across Lewis County.

SBHCI applies for and receives federal, state, and local grant funding to deliver housing and community renewal activities to income-eligible county residents and assists with the planning and developing capital projects.
Active programs include, the Property Rehabilitation Program, Homeless Prevention Program, and Property Management. SBHCI applies annually for competitive funding from the New York State Division of Housing and Community Renewal under the Rural Preservation Program (RPP). RPP funding of approximately $89,000 annually provides operational support for nonprofit organizations involved in housing and community renewal activities within low-income service areas.

Snow Belt staff includes up to 15 employees based in the Lowville office. Services are governed by an eight-member voluntary Board of Directors. An analysis of the funding for various services and activities revealed that over $21 million has been invested in Lewis County since 1982, with at least one project completed in every town.
